City of Heroes: "Beachtowel Cape"

So, I still haven't actually played CoH, but I've atleast SEEN it now. And like so many others before me, I have to ask... where are the capes?
Can there really be a City of Super Heroes, and not a cope among them?
So Other Guy solved the problem in his own, incredibly odd way.
I'm too tired to explain it much better than that. I leave the witty reparte up to you guys this time!
